New Great Yarmouth Transport Strategy formally adopted

Norfolk County Council and Great Yarmouth Borough Council have formally adopted the new Great Yarmouth Transport Strategy, marking a major step forward in shaping the future of travel, connectivity and infrastructure across the town.

The strategy sets out a refreshed vision for how people will move around Great Yarmouth over the next decade, reflecting changes in national and local transport policy, evolving post Covid travel habits, and the town’s ongoing economic and housing growth. It identifies the transport infrastructure and improvements needed to support sustainable development while protecting Great Yarmouth’s unique culture, heritage and coastal character.

The adoption follows a public consultation carried out in late 2025, during which residents, businesses, community groups and stakeholders shared their views on the proposed direction and priorities. Feedback from the consultation has directly shaped the final version of the strategy now approved by both councils.

Since the previous strategy in 2020, Great Yarmouth has already seen significant transport improvements, including:

• The opening of the Herring Bridge in February 2024, reducing motor traffic on Haven Bridge by 42%
• Upgrades to the railway station access junction
• Enhancements to the A47 Harfreys Roundabout, supporting better traffic flow and the new crossing.

The new strategy builds on this progress and sets out a clear framework for future investment focusing on:

• Improving walking, wheeling and cycling routes
• Enhancing access to public transport
• Supporting planned housing and employment growth
• Reducing emissions and improving air quality
• Strengthening transport links for residents, visitors and local businesses.

The new strategy was ratified by Norfolk County Council’s cabinet on 2 March.

Cllr Graham Plant, Cabinet Member for Highways, Transport and Infrastructure at Norfolk County Council, said: “With the new Great Yarmouth Transport Strategy now formally adopted, we can move forward with a clear and ambitious plan that supports the town’s future. Transport affects every aspect of daily life, and this strategy provides the foundation for sustainable, long term growth.”

Great Yarmouth Borough Council gave the strategy the final seal of approval today (Tuesday 10 March) at its cabinet meeting.

Councillor Daniel Candon, its portfolio holder for Economic Development and Growth, said: ‘’We have seen major improvements to transport in Great Yarmouth -— including the Herring Bridge and at the bus station — and a new and updated transport strategy for the borough will provide a better framework for future policy.

“Delivering on this strategy will have important benefits for the town, residents, businesses and visitors. It will also address existing issues and provide the best possible conditions to make the town more attractive for further economic investment locally.’’

Cllr Mike Smith-Clare, Norfolk County Council member for Yarmouth Nelson and Southtown, said: “This strategy represents a solid vision, not just of the importance of Great Yarmouth but in the continuing need and commitment to develop and sustain its essential transport infrastructure.”
